Deputy commissioner Aarusaamy, a valiant hero who had vanquished the notorious and wicked politician Perumal Pichai, was sent away from Tirunelveli. He now lives in Palani with his wife Bhuvana, who is expecting a child and aspiring to become an IAS officer. But back in Tirunelveli, Perumal Pichai's loyalists speculate that he may have fled to Colombo with Perumal Pichai's wife and three sons: Mahendra Pichai, Devendra Pichai, and the ferocious and merciless Raavana Pichai.

After a long gap of 28 years, Aarusaamy's son Ramasaamy is working under the Union Home Minister in New Delhi. The Minister's daughter, Diya, who is back from London, has a contentious relationship with her father. Raavana, frustrated by Viswanathan's refusal to pay his commission, kidnaps Diya for immediate payment. Ram rescues her from Raavana's henchmen and saves the day. Impressed by his diplomatic skills, Diya falls in love with him.

One day, Ram inadvertently intercepts a van carrying black money that belongs to Raavana. He surrenders the money to the President of India, hiding his identity. This only infuriates Raavana more. Despite constant proposals from Diya, Ram initially rejects her advances but later reciprocates her feelings. He also qualifies for the IPS and is posted as a probationary Assistant Commissioner in Tirunelveli.

Ram's maternal grandparents are stunned to learn that he has opted for IPS and that he has been posted in Tirunelveli. They reveal that Aarusaamy was a Deputy Commissioner in Tirunelveli and recount the tragic events of their son-in-law and daughter's deaths. Saamy and Bhuvana were killed by the Pichai brothers, and Saamy was able to deliver their child, Ram, prematurely before dying. Ram's maternal grandparents took him away, while the rest of their family was killed in an accident orchestrated by Raavana.

After hearing this, Ram decides to seek justice for his parents and confront the Pichai brothers. He warns Raavana and vows to bring them to justice. Ram then demolishes Perumal's statue, which was causing traffic problems. A game of cat-and-mouse ensues between Ram and Raavana, with both trying to eliminate the other. Raavana escapes to Colombo with his mother's advice. Ram discovers that Raavana is planning to travel to Pakistan via Gujarat and Rajasthan and sets out to stop him. After a grueling fight with desert bandits and Raavana, Ram overpowers him but decides to leave him to his fate in the Thar Desert with no man, town, village, or water source for several hundreds of kilometres.

As the credits roll, Ram lies to the media that Raavana had gone to Sri Lanka out of fear of being killed.
